DAWN’s global operations are carried out by an Executive Committee and its governance is shared by a Board of Trustees and the Executive Committee. The DAWN Global Secretariat which is legally registered in Manila recognizes and upholds the primacy and binding nature of decisions carried out at the global level by the governance bodies of the Board of Trustees and the Executive Committee.
Board of Trustees
The Board contributes to the enrichment of DAWN’s policies and activities, and is also primarily responsible for providing oversight and accountability for DAWN in a satisfactory and timely manner, in accordance with the DAWN Statutes, DAWN Regulations, appropriate decisions of the Board and/or Executive Committee, DAWN’s commitments, and applicable national law.
The DAWN Board of Trustees is made up of Claire Slatter from Fiji; Margareth Arilha from Brazil and Pregs Govinder from South Africa. Claire Slatter was a founding member of DAWN and its former General Coordinator. She is the Chair of the Board. Margareth Arilha has a degree in psychology from the University of São Paulo.She is a founder and director of Estudos e Comunicação em Sexualidade e Reprodução Humana (Studies and Communication in Sexuality and Human Reproduction) and participates in numerous political and health research networks/groups. Currently she lives in São Paulo, where she is executive director of the Commission on Citizenship and Reproduction. Pregs Govinder used to be a member of South Africa’s Parliament after the overthrow of the apartheid regime. She is currently a Commissioner on Human Rights in the South African government.
Executive Committee
The Executive Committee is the executive body of DAWN and is also primarily responsible for setting the policy and direction of DAWN. Its members are individually and collectivelyaccountable to the Board for the performance of their responsibilities in a satisfactory and timely manner and in accordance with the DAWN Statutes, DAWN Regulations, appropriate decisions of the Board and/or Executive Committee, DAWN’s commitments, and applicable national law.
The Current DAWN Executive Committee is comprised of Gita Sen and Anita Nayar from India, Kumudini Samuel from Sri Lanka, Noelene Nabulivou from Fiji, Zo Randriamaro from Madagascar, and Marina Durano and Josefa (Gigi) Francisco from the Philippines.

Secretariat
In addition to the Board of Trustees and Executive Committee, DAWN has a secretariat that serves as a center providing operational services in support of DAWN’s functions of research, activism/advocacy, networking, training and communications. Currently, the DAWN secretariat is based in Manila, Philippines. It is registered with the Securities and Exchange Commission of the Philippines (as Development Alternatives with Women for a New Era Secretariat, Inc.) as a non-stock, non-profit organization with the Women and Gender Institute at Miriam College Foundation, Inc. as its legal base (read article published in Philippine Daily Inquirer). It is headed by the General Coordinator who is also a member of the Executive Committee.
